Standard time: fixed reference longitude
- Section 1 fixes the standard time of the Philippines on the basis of mean astronomical time at one hundred and twenty degrees East Longitude, Greenwich Meridian.
- The fixed standard time is the time reference established for the Philippines under Section 1.
Daylight saving time: presidential proclamation
- Section 1 authorizes the President of the Philippines to establish daylight saving time when the public interest so requires.
- The President may establish daylight saving time at any time or times within the periods from March to June and from November to January, all inclusive, under Section 1.
- Daylight saving time is implemented by advancing by one hour the standard time fixed in Section 1.
- The President must retard the daylight saving time by another hour on a different date he shall determine so that, during the specified periods, the standard time is one hour in advance of the mean astronomical time at one hundred and twenty degrees East Longitude, Greenwich Meridian.
- Section 1 requires the President’s proclamation to fix the date and hour when daylight saving time shall commence and terminate.
Governing time: carriers and legal deadlines
- Section 2 provides that the standard time or the daylight saving time established under the Act shall govern the movement of all common carriers.
- Section 2 provides that, in all statutes, orders, rules and regulations relating to time of performance by a government officer or department of the Government of the Commonwealth, the applicable time is the standard time or the daylight saving time established by the Act.
- Section 2 provides that, in all statutes, orders, rules and regulations relating to the time within which any right shall accrue or determine, or the time within which any act shall or shall not be performed by any person in the Philippines, the applicable time is the standard time or the daylight saving time established by the Act.
