Authorization to Solicit and Accept Funds

  • The Board or its agents must issue receipts for all contributions, countersigned by the Insular Treasurer.

Employment Criteria for Dentists and Staff

  • All employees paid from the fund must be either natives of the Philippine Islands or the United States.
  • Selection must be based on impartial assessment of aptitude relevant to the duties.

Control and Authorization of Disbursements

  • No payment from the Dental Hygiene Fund shall be made by the Insular Treasurer without vouchers signed by all three Board members.
  • Vouchers must also be countersigned by the Directors of Health and Education or their designated representatives in their absence.

Effectivity

  • The Act takes effect immediately upon its passage on February 5, 1915.
