Purpose and policy objective
- The authorized special sweepstakes are conducted to generate funds to finance an exposition in the Philippines.

Scope of authority over sweepstakes
- The Philippine Charity Sweepstake Office is authorized to hold two or more special sweepstake horse races.
- The special races are held besides the regular sweepstake races authorized under Act Numbered Forty-one hundred and thirty.
- The authority is subject to approval of the President of the Philippines.
- The proceeds of the special races are subject to the Act’s conditions on deductions, management expenses, and prizes.
Relation to prior sweepstakes law
- The special sweepstakes operate alongside the regular sweepstakes system authorized by Act Numbered Forty-one hundred and thirty.
- Commonwealth Act No. 550 refers to Act Numbered Forty-one hundred and thirty, as amended by Commonwealth Act Numbered Three hundred and one for the mechanics of proceeds handling, deduction framework, and expense/prize references.
Exposition Fund and use of proceeds
- After deducting the payment of the prizes and expenses as provided under Act Numbered Forty-one hundred and thirty, as amended by Commonwealth Act Numbered Three hundred and one, the whole proceeds are kept as a special fund called the Exposition Fund.
- The President of the Philippines uses the Exposition Fund, either directly or through any department, bureau, office, or agency that the President may create.
- The Exposition Fund finances the holding of the 1941 exposition, including the construction of permanent buildings.
Expense and prize limitations for special races
- Management and holding expenses for the races must not exceed fifteen per centum (15%) of the gross receipts from the sale of tickets.
- Prizes for winning horses and horses placed second and third must be in direct proportion to the three main prizes for winning tickets.
- The prizes for winning, second, and third places are each set at ten per cent (10%) of the corresponding three main prizes for winning tickets.
- The total amount of the prizes must **not exceed fifty thousand pesos (PHP 50,000).
Advances for exposition organization and repayment
- The amount required for the exposition’s organization and operating expenses must not exceed three hundred thousand pesos (PHP 300,000).
- The Philippine Charity Sweepstake Office advances this amount from its funds in its possession that are not otherwise appropriated.
- The advanced amount must be repaid from the proceeds of the special sweepstakes authorized under Commonwealth Act No. 550.
Effectivity
- Commonwealth Act No. 550 takes effect upon its approval.
