Composition and Meeting of the City Council

  • The city council is composed of the Mayor (as presiding officer), the Vice-Mayor, and three other members.
  • Two of the three council members are elected according to the provisions of the Election Code.
  • The council sets the times and places for its regular meetings, which are to be held weekly.
  • Special meetings may be called by the Mayor.
  • Meetings can be adjourned daily until all business is completed.
  • Meetings are open to the public unless a majority vote orders otherwise.

Proceedings and Voting

  • The council must keep a record of its proceedings.
  • It determines its own rules of procedure for matters not specified in the law.
  • A majority of the council members constitute a quorum to conduct business; however, smaller groups can adjourn the meeting.
  • The ayes and nays (votes) are recorded on all ordinances, on resolutions or motions directing payment or creating liability, and on any other motion or resolution if requested by any member.
  • For passage:
    • Ordinances and resolutions or motions directing payment or creating liability require the affirmative vote of a majority of all council members.
    • Other measures can be passed by a majority vote of members present at a duly called meeting.

Ordinance Approval and Effective Dates

  • Each ordinance must be sealed with the city seal, signed by the Mayor and the city secretary, and recorded in a special book.
  • The ordinance must be posted by the city secretary at the main entrance of the municipal building on the day immediately following its passage.
  • Ordinances take effect ten days after passage unless vetoed by the Mayor within the ten-day period.
  • Vetoed ordinances or resolutions can take effect ten days after the council overrides the veto by a two-thirds vote of all members.

Effectivity

  • The amendments to the Administrative Code take effect upon approval of the Act.
