  • Balances remaining unexpected on June thirtieth, nineteen hundred forty-one from appropriations made in Section 2 revert to the General Fund in the National Treasury.
  • After those reversion dates, those balances are not available for expenditure except upon appropriation by the National Assembly.
  • Balances remaining unexpected on December thirty-first, nineteen hundred forty-one from appropriations made in Section 3 revert to the “Port Works Fund” created by Act Numbered Three thousand five hundred and ninety-two, as amended by Commonwealth Act Numbered One hundred thirty.
  • After that reversion, those balances are not available for expenditure except as provided in the Act Numbered Three thousand five hundred and ninety-two, as amended.

Approval exceptions and disapproved portions

  • Section 1 is expressly approved with exceptions: the following items are disapproved—Antique, Item 48; Cebu, Item 125; Manila, Item 17; Marinduque, Items 59 and 60; Occidental Negros, Item 54; Palawan, Item 1; and Pangasinan, Items 24, 30, 64(a), and 145.
  • Section 2 is expressly approved with exceptions: Items 33 and 33(a) are disapproved.
  • Section 4 is expressly disapproved.
