Authority to Issue Implementing Rules and Regulations
- The Department of Education, Culture and Sports (DECS) is mandated to formulate and issue necessary rules and regulations.
- These rules ensure the smooth implementation of the Act's provisions.
Transfer of Assets, Records, Personnel, Liabilities, and Preservation of Rights
- All assets, both movable and immovable, as well as records related to the annex, are transferred to the newly independent school.
- Personnel employed at the annex including their liabilities and obligations are retained with the new school.
- The rights, positions, and security of tenure of the personnel are protected and shall not be adversely affected under existing laws.
Appropriations and Funding
- Initial funding necessary to implement the separation is drawn from the current year’s appropriations for the Tenement Elementary School Annex.
- Subsequent operational and maintenance expenses of the Kapitan Eddie T. Reyes Memorial Elementary School will be provided for in the annual General Appropriations Act.
Effectivity
- The Act takes effect immediately upon approval by the President of the Philippines.
- The legislative process includes passage by both the House of Representatives and the Senate before presidential approval.
