Leave of Absence Entitlements
- Leave with pay is granted annually based on salary brackets:
- Less than $600: 15 days
- $600 to less than $1,000: 20 days
- $1,000 to less than $1,800: 30 days
- $1,800 or more: 35 days
- Leave excludes Sundays and public holidays.
- Employees may accumulate leave if they choose to postpone.
- Leave for visiting the United States includes half pay for travel time between San Francisco and the Philippines.
- Such US visit leave is limited to once every three years and requires accumulated leave credit for two full years.
- The leave provisions apply retroactively to all civil servants, including those detailed from the US military.
Additional Leave for Illness and Contagious Conditions
- Heads of departments may grant up to 60 days additional leave with pay for personal illness or contagious disease in the immediate family.
- Further leave beyond 60 days is without pay.
- Total leave (with and without pay) exceeding six months triggers automatic separation from service.
Conditions for Appointment of US Residents to Philippine Civil Service
- US resident appointees pay their travel from their residence to San Francisco.
- Travel from San Francisco to Manila is paid by the Philippine government if using the approved route.
- Half salary is given from embarkation in San Francisco until arrival, after which full salary commences.
- If the journey is not direct, half salary is only paid for the usual travel duration.
- Employees with at least three years service post-Civil Service Act are entitled upon retirement to transportation from Manila to San Francisco and half salary for 30 days, plus any accrued leave.
Effectivity
- The Act is effective immediately upon passage on January 26, 1901.
