Legal basis and legislative context
- Act No. 932 is enacted by authority of the United States, through the Philippine Commission.
- Act No. 932 provides that municipal elections for the new municipalities shall follow Act Numbered Seven hundred and thirty, as amended by Act Numbered Nine hundred and twenty-eight (Section 2).
- Act No. 932 directs expedited legislative procedure under section two of “An Act prescribing the order of procedure by the Commission in the enactment of laws,” passed September 26, 1900 (Section 3).

Scope: Bulacan municipalities reduced
- Section 1 reduces the twenty-five municipalities of the Province of Bulacan to thirteen municipalities.
- Section 1 sets new municipal compositions by combining specified present territories and municipalities and by designating municipal seats.
- Section 1 preserves boundaries for certain municipalities: Hagonoy, Calumpit, and Paombong.
- Section 1 creates specific combinations that form each of the thirteen new municipalities.
New municipal boundaries and seats
- The municipality of Malolos consists of its present territory and the territories of Barasoain and Santa Isabel, with the seat of municipal government at the present municipality of Malolos.
- The municipality of Hagonoy preserves its present boundaries.
- The municipality of Calumpit preserves its present boundaries.
- The municipality of Quingua consists of its present territory and that of Pulilan, with the seat of municipal government at the present municipality of Quingua.
- The municipality of Baliuag consists of its present territory and those of San Rafael and Bustos, with the seat of municipal government at the present municipality of Baliuag.
- The municipality of San Miguel consists of its present territory and that of San Ildefonso, with the seat of municipal government at the present municipality of San Miguel.
- The municipality of Angat consists of its present territory and that of Norzagaray, with the seat of municipal government at the present municipality of Angat.
- The municipality of Polo is formed from its present territory and that of Ohando, with the seat of municipal government at the present municipality of Polo.
- The municipality of Santa Maria consists of its present territory and that of San Jose, with the seat of municipal government at the present municipality of Santa Maria.
- The municipality of Meycauayan consists of its present territory and that of Marilao, with the seat of municipal government at the present municipality of Meycauayan.
- The municipality of Bigaa consists of its present territory and that of Bocaue, with the seat of municipal government at the present municipality of Bigaa.
- The municipality of Bulacan consists of its present territory and that of Guiguinto, with the seat of municipal government at the present municipality of Bulacan.
- The municipality of Paombong preserves its present boundaries.
Election, abolition of old offices, and transition
- Section 2 requires that municipal elections in each new municipality shall be held in accordance with the rules in Act Numbered Seven hundred and thirty, as amended by Act Numbered Nine hundred and twenty-eight.
- Section 2 provides that once new municipal officials have been elected and qualified, the present organization of each municipality mentioned in Section 1 is abolished, except for those described in paragraphs numbered two, three, and thirteen of Section 1.
- Section 2 states that all offices held under the abolished present organization become vacant and abolished once the new officials take the oath of office.
- Section 2 provides that present municipal officials cease to hold office as soon as the new officials take the oath of office.
