Act No. 408 allows for the temporary assignment of officials and employees to perform the duties of heads of bureaus or other officials in cases of their temporary absence or inability to perform their duties, without additional compensation.

Temporary Assignment for Subordinate Officials or Employees

  • If a subordinate official or employee is temporarily absent or disabled, the head of the Office or Bureau may designate another subordinate official or employee in the same Office or Bureau to perform the absent employee’s duties temporarily.
  • The individual so designated is obliged to carry out these duties without any additional pay.

Expedited Passage Due to Public Necessity

  • The law was expedited in its enactment process to quickly address the public need for a legal mechanism that provides for temporary assignments in government offices.
  • This expedited process followed section two of the Act prescribing the order of procedure by the Commission in law enactment.

Effectivity of the Act

  • The Act took effect immediately upon its passage on May 28, 1902.
