Conditions for Official Mail Carriage
- Official mail must be plainly marked with the words "Official Mail."
- The official sender must affix his official signature either in writing or by stamp beneath the "Official Mail" marking.
- Only mail fulfilling these requirements shall be accepted and carried free of charge.
Registration of Official Mail
- Upon request by any qualifying official, the Postal Department is mandated to register the official mail without any charge.
Penal Provisions for Abuse
- Any person who franks or sends mail under the privilege outlined in Sections 1 and 2 without the mail being official in nature commits a misdemeanor.
- The penalty for such offense is a fine of not more than three hundred dollars.
Legislative Process and Effectivity
- The law was given expedited passage due to public necessity as authorized by a prior law outlining procedures for the enactment of laws by the Commission.
- The Act took effect immediately upon its passage on July 24, 1901.
