Biological Laboratory Location and Functions

  • Located in Manila.
  • Provides facilities for:
    • Investigating causes, pathology, diagnosis of diseases affecting humans, domesticated animals, food animals, and useful plants.
    • Conducting biological research as needed by Board of Health, Forestry Bureau, Bureau of Agriculture, and other government entities.

Chemical Laboratory Location and Functions

  • Located in Manila.
  • Provides facilities for investigation and reporting on:
    • Purity of foods and drinks.
    • Composition and properties of gums, resins, drugs, herbs, and other commercial plant products.
    • Analysis of soils, fertilizers, minerals, and minero-medicinal waters.
    • Chemical investigations as required by various government departments including Board of Health, Department of Public Instruction, Forestry Bureau, Mining Bureau, Bureau of Agriculture, Customs Service.

Additional Laboratories for Vaccine and Serum Production

  • To be established in Manila and other locations as advised by the Board of Health and approved by the central legislative body.

Superintendent of Government Laboratories

  • Appointed at a salary of $4,000 per year.
  • Responsible for:
    • Construction and equipping all government laboratories.
    • Purchasing all apparatus, supplies, and books for the laboratories.
    • Preparing and recommending plans and cost estimates for laboratory buildings and equipment to the legislative body, including reference library.

Annual Reporting Requirements

  • Superintendent must submit a detailed written report to the Chief Executive of the Insular Government by June 30 each year.
  • Report covers the preceding twelve months’ work, and details all financial receipts and expenditures.

Laboratory Directors and Staff

  • The Superintendent serves as director of either the biological or chemical laboratory, other directed by an expert earning $3,500 per year.
  • Directors must be experts and personally conduct original research.
  • Directors appoint laboratory employees, define duties, and assign workspaces and materials, subject to Civil Service rules.

Laboratory Work and Interagency Cooperation

  • All government departments in Manila must conduct biological and chemical lab work in the designated labs.
  • Directors shall accommodate special investigations upon authorized request, either by their staff or supervised departmental employees.

Appointment and Civil Service Compliance

  • Superintendent and additional director appointed by the Commission.
  • Vaccine and serum laboratory staff appointed by Public Health Commissioner, subject to Civil Service rules.

Equipment and Supply Management

  • Vaccine and serum laboratory heads must provide the Superintendent detailed lists of required apparatus and supplies to maintain adequate laboratory operations.

Effectivity

  • The Act takes effect immediately upon passage on July 1, 1901.
