Legality of Prior Appointments and Official Acts
- Appointments to civil office made before this Act to persons now rendered eligible are declared lawful
- All official acts performed by these appointees are validated as acts of officers both de jure (by right) and de facto (in fact)
Expedient Enactment
- The Act’s passage is expedited for the public good
- The procedure follows Section 2 of the Act prescribing enactment order passed on September 26, 1900
Effectivity
- The Act takes effect immediately upon its passage on July 16, 1901
