Increase Old-Age Pension for Senior Veterans

The Act defines “Senior Veterans” as veterans of the World War II, Korean and Vietnam wars.
Republic Act No. 11164 applies to veterans covered by the definition of Senior Veterans.
The Act increases the old-age pension of senior veterans of World War II, Korean and Vietnam.
The Act limits the benefit to eligible living senior veterans.

Section 2 provides that the monthly old-age pension of veterans of the World War II, Korean and Vietnam wars shall be increased to PHP 20,000.00 per month.
Section 2 imposes a condition for Korean and Vietnam veterans: the increase applies only if they are not receiving pension from the Armed Forces of the Philippines (AFP).
Section 2 restricts entitlement to eligible living senior veterans.
Section 2 prohibits transfer of the increase to any family members and/or dependents of the senior veterans.

Section 3 requires charging the initial implementation of the pension increase against the current year’s available appropriation of the Philippine Veterans Affairs Office (PVAO).
Section 3 mandates that, for continued implementation, the needed amounts shall be included in the annual General Appropriations Act.
Section 3 requires the PVAO to prioritize distribution of the benefits granted under Republic Act No. 11164 from whatever available appropriation will be included in the annual General Appropriations Act.

Section 4 repeals or modifies accordingly all existing laws or parts thereof that are inconsistent with the provisions of Republic Act No. 11164.

The Act was passed by the Senate as Senate Bill No. 1766 on October 8, 2018.
The Act was adopted by the House of Representatives as an amendment to House Bill No. 7525 on October 10, 2018.
