Policy of Municipal Consolidation
- The Philippine Commission has approved consolidating municipalities for self-supporting municipal organizations.
- Consolidation aims at more efficient administration of local laws.
- Consolidation efforts require provincial consultations before implementation, which cannot be completed before September or October.
Election Procedures for Consolidated Municipalities
- Municipalities with changed territorial limits due to consolidation will hold elections on the scheduled December date.
- In these municipalities, all elective officers will be elected.
- Councilors elected will be divided by lot into two classes to stagger terms.
- The first class’s term ends January 1, 1905, or upon successor qualification.
- The second class’s term lasts one year longer.
- Elections will follow Sections 91 to 94 of Act No. 82, "The Municipal Code," which detail procedures for the first general municipal election.
Repeal of Conflicting Laws
- All Acts or parts of Acts conflicting with this Act are repealed.
Expedited Enactment
- The Act’s passage is expedited under the procedural law of September 26, 1900.
Effectivity Clause
- The Act takes effect immediately upon its passage on April 8, 1903.
