Law Summary
Purpose and Objectives of the Board
- Coordinate efforts of government and supported private agencies in public welfare and social service.
- Ensure wise expenditure of government funds appropriated for charity and public welfare.
- Promote organization of private charitable institutions.
- Investigate social conditions for necessary relief.
Composition and Membership of the Board
- Members include: Secretary of Public Instruction (ex officio chairman), Secretary of the Interior, Executive Secretary, Directors of Health, Education, Prisons, Dean of the College of Medicine and Surgery (University of the Philippines), Chairman of the Committee of Public Health (Philippine Assembly), plus five additional members appointed by the Governor-General.
- Appointed members serve two-year terms.
- Vacancies filled by Secretary of Public Instruction for unexpired terms.
- Members must be citizens or residents of the Philippine Islands or the United States.
- Service is without compensation.
Powers and Duties of the Board
- Receive and appropriate funds or properties for general charity and public welfare.
- Maintain an office in Manila for business, social condition investigations, and publication dissemination.
- Serve as advisory committee to the Secretary of Public Instruction on public charity.
- Establish and maintain social centers and other welfare agencies within existing laws.
- Organize citizen committees to assist and coordinate public and private welfare efforts.
Quorum for Board Meetings
- A majority of all current members constitutes a quorum for meetings.
Secretary of the Board
- The Board elects a secretary who may be a government employee without extra compensation or a paid employee of private charity.
- The secretary is responsible for keeping designated records.
Treasurer and Financial Oversight
- The Treasurer of the Philippine Islands acts as ex officio treasurer for the Board.
- Financial accounts and expenses audited by the Insular Auditor.
- Disbursements follow prescribed rules and regulations.
Support from Government Bureaus and Offices
- Heads of bureaus/offices may loan supplies or detail employees to the Board if not detrimental to public service.
- Detailed employees' time counts as regular official service.
Effectivity
- The Act takes effect immediately upon passage (February 5, 1915).
