Compensation and Allowances for Provincial Officers
- Annual salaries in US dollars are fixed for provincial officers as follows:
- Governor: $1,600
- Secretary: $1,000
- Treasurer: $2,400
- Supervisor: $1,800
- Fiscal: $1,350
- Salaries are paid monthly in equal installments on the last day of each month.
- Officers are entitled to necessary and actual traveling expenses up to $2 per day when on official business away from the provincial capital.
- Travel expenses require approval by the provincial board upon certification by the officer and final approval by the Insular Treasurer.
Bond Requirements for the Provincial Treasurer
- The provincial treasurer must provide a bond of $10,000 until March 1, 1902.
- After March 1, 1902, a new or additional bond may be required to cover expected increases due to land tax collections.
- The bond secures the proper accounting of internal-revenue collections for municipalities, province, and the Central Government.
- The Insular Treasurer prescribes the bond form.
- Military officers appointed to provincial offices by the Military Governor are exempt from bonding and salary until July 1, 1901.
Flood Protection Collaboration and Engineering Study
- The provincial board of Pampanga may collaborate with the provincial board of Tarlac and the Manila and Dagupan Railroad manager.
- They may jointly employ engineers to devise cost-effective flood protection plans for roads, agricultural lands, towns, and railroad infrastructure affected by local rivers.
- Expenditure for preliminary work is capped at $1,000 per province.
- The engineers must consult provincial supervisors and report to the provincial boards, which will then forward recommendations through the Military Governor to the Commission.
Municipal Presidents’ Quarterly Convention
- Municipal presidents or alcaldes shall convene quarterly on the third Monday of January, April, July, and October.
- The purpose is to discuss provincial improvements and make recommendations to the provincial board.
- The provincial secretary calls the meeting, serves as secretary, and certifies recommendations.
- Each session will elect its chairman.
Provincial Capital
- The capital of the province is designated to remain at Bacolor.
Effective Date
- The Act takes effect immediately upon its passage on February 13, 1901.
