Policy and state purpose
- Section 1 declares a state policy to provide for land and housing needs of inhabitants.
- Section 1 requires ensuring affordable access to land by middle and lower sectors of society as lawful opportunities may permit.
Exclusion of specific Baguio reservation lands
- Section 2 excludes certain portions of land within Lots 1, 2, 3, 4, 5 and 6 from the Baguio Townsite Reservation.
- Section 2 also excludes these portions from the operation of Proclamation No. 10 dated February 19,1924 (Forbes Forest Reservation) and Proclamation No. 63 dated August 6, 1925 (Government Center Reservation).
- The affected lands are situated in the City of Baguio, Island of Luzon (Section 2).
Alienable and disposable status; disposition rule
- Section 3 declares the excluded portions of land more particularly described in the technical description for Lot 1.
- Section 3 declares the excluded portions of land more particularly described in the technical description for Lot 2.
- Section 3 declares the excluded portions of land more particularly described in the technical description for Lot 3.
- Section 3 declares the excluded portions of land more particularly described in the technical description for Lot 4.

- Section 3 further provides that the lands under Lots 1, 2, 3, 4, 5 and 6 are declared alienable and disposable for disposition to qualified applicants under Republic Act No. 730 (as reflected in the Act’s title and reinforced by Section 3 for the Lots described).
- Section 3 expressly states that the lands are open to disposition under Republic Act No. 730, through the City Government of Baguio.
Technical descriptions of the excluded lots
- Lot 1 consists of an area of two thousand four hundred nineteen (2,419) square meters, more or less (Section 3).
- Lot 2 consists of an area of one thousand twenty-one (1,021) square meters, more or less (Section 3).
- Lot 3 consists of an area of twenty-two thousand one hundred thirty-nine (22,139) square meters, more or less (Section 3).
- Lot 4 consists of an area of twelve thousand three hundred sixty (12,360) square meters, more or less (Section 3).
- Lot 5 consists of an area of nine hundred sixty-two (962) square meters, more or less (Section 3).
- Lot 6 consists of an area of two thousand nine hundred seventy-two (2,972) square meters, more or less (Section 3).
Validation survey and sale implementation
- Section 4 directs the Land Management Bureau of the Department of Environment and Natural Resources to conduct a validation survey of the disposable lands under this Act.
- Section 4 directs the City Government of Baguio to conduct a validation survey of the disposable lands under this Act.
- Section 4 further directs both the Land Management Bureau and the City Government of Baguio to effect their sale to qualified applicants.
Repeals and effectivity publication
- Section 5 repeals or modifies all laws, decrees, orders, rules and regulations or parts thereof inconsistent with Republic Act No. 8963.
- Section 6 provides that the Act takes effect after its publication in at least two (2) newspapers of general circulation.
