Payment to Fiscal Officer from Remaining Metals
- The Insular Treasurer is authorized to pay the fiscal officer Francisco Escudero or his representatives from the remaining 20% of the seized metals.
- This payment corresponds to the amount adjudged due him as specified in the decree of the Intendencia.
Conditions Regarding Silver That Lost Its Circulating Character
- Some of the silver has lost its character as a circulating medium, requiring melting and expert appraisal.
- Due to the lack of a mint in the Philippines at the time, the decree’s provisions on melting and fine payment cannot be implemented.
- The Act becomes operative only if parties agree to:
- Have the silver weighed by the Insular Treasurer.
- Accept valuation in current money as determined by the Treasurer.
- Pay the 20% fine in current money.
- Resolve any disputes regarding decree interpretation via final decision by the Secretary of Finance and Justice.
Expedited Enactment for Public Good
- The Act’s passage is expedited under the procedural rules to address public necessity promptly.
Effectivity
- The Act takes effect immediately upon its passage on January 2, 1903.
