Legal Effectivity and Publication
- The Act becomes effective fifteen (15) days after its publication.
- Publication must be done in a newspaper of national circulation.
- Additionally, publication must be made in at least two (2) local newspapers and/or community newsletters.

- The Act was signed into law by the President of the Philippines on April 8, 2001.
