Mandate of the University

  • PSU shall provide advanced instruction and training in arts, philosophy, sciences, technology, and graduate and professional courses.

  • Existing high schools under some integrated colleges shall transfer to the Department of Education, Culture and Sports but may operate on campus temporarily.
  • The University may operate a laboratory school if it has a college of education.

Governance: Board of Regents Composition

  • The University shall be governed by a Board of Regents composed of:
    • CHED Chairman (Chairman of Board)
    • University President (Vice Chairman)
    • House and Senate Committee Chairpersons on education or their designees
    • Regional directors of NEDA, DOST, TESDA
    • Presidents of faculty, student council, and alumni associations
    • Three private sector representatives distinguished in their fields
    • Heads of campuses (non-voting members)

Appointment and Term of Board Members

  • Board members are appointed according to procedures and terms under Republic Act No. 8292.

Powers and Duties of the Board of Regents

  • The Board exercises powers enumerated in RA 8292 Section 4, paragraphs a to x.
  • It also exercises general administrative powers similar to those of corporate boards under the Corporation Code.

Meetings and Quorum Requirements

  • The Board must meet at least once quarterly.
  • Special meetings may be called by the Chairman with 3 days’ notice.
  • Quorum is a majority of members, including either the CHED Chairman or University President.
  • CHED Chairman may designate a commissioner as regular chairman.

Policy Promulgation and Implementation

  • The Board promulgates policies aligning with constitutional education policies, CHED standards, and state educational objectives.

University Administration

  • The University shall be led by a full-time President appointed by the Board upon a search committee’s recommendation.
  • The President’s term is four years, eligible for one reappointment.
  • The incumbent PSC president becomes the first PSU president, and prior term counts as first term.
  • President assisted by Vice President(s) for academic affairs, also appointed by the Board.
  • Board designates officer-in-charge in case of vacancy pending appointment.

Administrative Council

  • Composed of the University President (chair), Vice Presidents, Deans, Directors, and officials of equal rank.
  • Reviews and recommends policies on administration, management, and development planning.

Academic Council

  • Composed of the University President (chair) and instructional staff with rank not lower than Assistant Professor.
  • Reviews and recommends curricular offerings, student discipline rules.
  • Sets admission, graduation, and degree conferment requirements, subject to Board approval.

University Secretary

  • The Board appoints a Secretary for both the Board and University.
  • Responsible for records and meeting notices.

Non-Discrimination on Religious Grounds

  • Religious opinions or affiliations do not affect faculty or personnel appointments.
  • Faculty prohibited from teaching for or against any religious sect.

Access and Equity Programs

  • The University to provide scholarships and affirmative actions for deserving but poor students.
  • No student admission denied due to sex, religion, cultural, community affiliation, or ethnicity.

Academic Freedom

  • The University shall enjoy academic freedom.

Exemption from LET for Faculty

  • Faculty at the tertiary level exempted from Licensure Examination for Teachers as appointment requisite.
  • Board may still impose other professional exam requirements to maintain standards.

Loans and Transfers of Government Property

  • National/local government heads may loan or transfer properties to the University upon request.

Affiliation or Integration of Other Institutions

  • The University may affiliate or integrate other public post-secondary institutions in the province.
  • Assets and obligations of integrated institutions transfer to the University.

Incorporation of RA 8292

  • RA 8292 (Higher Education Modernization Act of 1997) forms part of PSU’s governing charter.

Transfer of Assets and Liabilities

  • All assets, records, personnel, and liabilities of the integrated institutions transfer to PSU.
  • Personnel positions, salaries, ranks, and security of tenure remain unimpaired.

Ownership of Land

  • Government-owned parcels occupied by integrated institutions become PSU property.
  • If PSU dissolves or no longer needs the land, it reverts to Camarines Sur province.

Appropriations and Funding

  • Initial funds come from current appropriations of integrated colleges, except high school operation funds.
  • Future budgets included in the General Appropriations Act.
  • Appropriations for campuses shall not be diminished.

Transitory Provisions

  • The University President shall formulate guidelines for smooth implementation.
  • Integrated colleges considered campuses for administration.
  • Instruction, research, extension, and production programs rationalized.

Repealing Clause

  • All conflicting laws, decrees, orders, rules, and regulations are repealed or amended.

Effectivity

  • Law takes effect upon approval.
