Creation and Mandate of MBLISTTDA
- Establishes the Metropolitan Baguio City, La Trinidad, Itogon, Sablan, Tuba, and Tublay Development Authority (MBLISTTDA) as a government instrumentality.
- MBLISTTDA covers the City of Baguio and municipalities of La Trinidad, Itogon, Sablan, Tuba, and Tublay.
- Administered under the Office of the President.
- Serves as a unified management unit to accelerate development by enabling coordinated responses to common challenges.
- Responsible for planning, monitoring, coordination, regulatory, and supervisory authority over area-wide services without diminishing LGU autonomy on local matters.
Scope of MBLISTTDA Services
- Services based on population needs of the LGUs within its jurisdiction include:
- Development Planning covering medium- and long-term plans, project evaluation, investment programming, and monitoring.
- Urban Renewal, Land Use Planning, Housing, and Shelter encompassing policies and programs for rational urban land use, rehabilitation, and social services.
- Transport and Traffic Management involving policies, infrastructure coordination, traffic enforcement, and single ticketing system.
- Solid Waste Disposal and Management including sanitary landfills, waste-to-energy projects, eco-composting, and recycling programs.
- Flood Control and Sewerage Management with integrated systems for drainage and flood control.
- Water Resource Management covering water development, treatment, distribution, and sewerage systems.
- Health, Sanitation, and Pollution Control aimed at safeguarding public health and ecological balance.
- Public Safety and Order focusing on safety programs, disaster preparedness, and relief operations coordination.
- Tourism promotion across the entire MBLISTT area.
MBLISTTDA Council
- Governing and policy-making body of MBLISTTDA.
- Composed of the Governor of Benguet and Mayors of Baguio and the five municipalities as voting members.
- Ex officio non-voting members include Vice Mayors, representatives from various national government agencies, and two private sector appointees.
- Headed by a Chairman elected from among regular members.
- Administrator appointed by the President from nominees submitted by the Council, serving a six-year term, with rank equivalent to Assistant Secretary and oversees day-to-day operations.
- Council members (except ex officio) and the Administrator receive allowances according to existing policies.
Powers and Functions of MBLISTTDA
- Formulate, coordinate, regulate medium and long-term service delivery, land use, and development consistent with national priorities.
- Manage programs and projects subject to Council approval; establish project management offices.
- Coordinate and monitor implementation; identify and resolve bottlenecks in development.
- Set and enforce traffic policies including traffic rule enforcement, fine imposition, and single ticketing system operation.
- Enter into contracts, own property, receive funds, sue and be sued.
- Undertake other functions necessary for achieving objectives, including delivering basic services when agreed with LGUs.
Functions of the MBLISTTDA Council
- Exercise policy-making powers.
- Approve plans, programs, and issue necessary rules and regulations.
- Fix compensation of officers/staff and approve annual budget for submission to DBM.
- Recommend investment programming and supervise plan implementation.
- Set service delivery policies and standards.
- Endorse annual/supplemental budgets.
- Perform other necessary acts/functions to carry out the law's objectives.
Functions of the MBLISTTDA Administrator
- Appoint subordinate officers and employees with security of tenure.
- Execute policies and manage day-to-day operations.
- Discipline personnel within law.
- Prepare organizational structure, staffing, and annual budget for Council approval.
- Submit annual accomplishment reports to Council and President.
- Perform other duties assigned by the President or Council.
The Senior Managers
- Senior Manager for Operations: Administers MBLISTTDA, supervises personnel and units, assists in plan review and report preparation.
- Senior Manager for Planning: Requires 5 years experience or master's in Urban Planning; provides technical assistance, helps craft development plans.
- Senior Manager for Finance and Administration: Assists in budgeting, investment programming, and financial management.
- All appointed by President on recommendation and have security of tenure.
Institutional Linkages
- MBLISTTDA shall coordinate with public and private institutions, NGOs, and people’s organizations in the jurisdiction.
- Formulates a master development plan integrated into the national Medium-Term Philippine Development Plan via NEDA.
- Coordinates with NEDA and DOF for foreign assistance and funding.
Sources of Funds and Operating Budget
- Operating budget allocated from the annual General Appropriations Act.
- May levy fines, fees, and charges for services.
- Supported by financial contributions from LGUs, NGOs, GOCCs, private sector, and local/international organizations.
- Acceptance of foreign grants/donations requires Council and President's approval, based respectively on Finance and Foreign Affairs recommendations.
Inclusion of Additional LGUs
- Additional adjoining LGUs may join MBLISTTDA upon passing Sanggunian resolution and with Council concurrence.
Implementing Rules and Regulations
- Council to promulgate implementing rules within 90 days from enactment.
Separability Clause
- Unconstitutional or invalid provisions do not affect the validity of other provisions.
Repealing Clause
- Laws, decrees, orders, or regulations inconsistent with this Act are repealed, amended, or modified accordingly.
Effectivity
- Effectivity is 15 days after publication in the Official Gazette or newspaper of general circulation.
