- Acting deputies may sign documents as directed by the collector.
- Deputies are selected from the office's existing employees.
- The collector assumes responsibility on his bond for deputies’ actions.

Effectivity of the Act
- The law takes effect upon an executive order from the Governor-General.
- The executive order must be requested by the Secretary of Finance.
