Appointment and Compensation of Committee Members

  • The Governor-General, in conjunction with the Philippine Commission, appoints the president and members.
  • President is entitled to an annual salary of fifteen thousand pesos.
  • Each member receives an annual salary of twelve thousand pesos.

Qualifications for Appointment

  • Must be at least thirty years old.
  • Must be a citizen of the United States, a native of the Philippine Islands, or have obtained political rights equivalent to a native under the Treaty of Paris.
  • Must have at least three years of law practice or judicial experience in the US, the Philippine Islands, or Spain, or equivalent legal office experience prior to the Treaty of Paris ratification.

Support and Subordinate Staff

  • The Attorney-General is responsible for providing necessary subordinate employees.
  • This provision is subject to approval by the Secretary of Finance and Justice.

Timeline and Reporting Obligations

  • The Committee must complete its work within five years of appointment.
  • Required to submit a report on its activities at the start of each legislative session.

Civil Rights, Privileges, and Leave Entitlements

  • Committee members enjoy civil rights and privileges equivalent to judges of Courts of First Instance.
  • Subject to the same disabilities and civil service rules as such judges.
  • Government officers or employees appointed to the committee retain their accrued and vacation leaves, usable concurrently with actual leave.

Additional Authority and Extension of Term

  • Authorized to revise, compile, and codify existing statutes of the Philippine Commission and Legislature.
  • May report codified statutes for legislative adoption as revised laws of the Philippine Islands.
  • The Governor-General can extend the work period by up to one year upon order.

Repeal of Previous Acts and Appropriations

  • Repeals Concurrent Resolution Number Seven of the First Philippine Legislature and related executive orders.
  • Appropriates funds up to ninety thousand pesos annually from the Insular Treasury.
  • Allocation for salaries, subordinate personnel, necessary books, stationery, and incidental expenses.
  • Disbursements subject to Governor-General approval.

Effectivity

  • The Act takes effect on July 1, 1909.
