Conversion of Roxas High School Annex
- Section 1 requires that the Barangay Abaroan Annex of the Roxas National Comprehensive High School in Roxas, Palawan be converted to a national high school.
- The converted school must be known as Abaroan National High School.
- The law directs the creation of an independent high school through the conversion described in Section 1.
Transfer of Assets, Records, and Liabilities
- Section 2 transfers all assets, both immovable and movable, of the Roxas National Comprehensive High School Annex at Barangay Abaroan to the Abaroan National High School.
- Section 2 transfers all records of the annex to the Abaroan National High School.
- Section 2 transfers the annex’s liabilities or obligations to the Abaroan National High School.
- Section 2 protects employees by providing that the positions, rights and security of tenure of academic and nonacademic personnel who choose to remain and serve in the new school shall not be impaired.
Personnel Security and Tenure Protection
- Section 2 guarantees that academic and nonacademic personnel who choose to remain and serve in Abaroan National High School retain their positions.
- Section 2 safeguards rights and security of tenure for such personnel against impairment due to the conversion.
- The protection applies specifically to personnel who choose to remain and serve in the newly converted school.
Funding Through General Appropriations
- Section 3 requires that the amount necessary to carry out the Act be included in the General Appropriations Act of the year following its enactment into law.
- Section 3 further provides that the appropriation requirement continues thereafter.
Implementing Rules and Regulations
- Section 4 requires the Department of Education, Culture and Sports to promulgate the necessary rules and regulations to ensure the effective implementation of the Act.
- The Department’s regulatory role is expressly tied to enabling implementation of the conversion, transfer, and related statutory requirements under Sections 1 to 3.
