Authority and basis for change
- Act No. 1543 is enacted by the Philippine Commission “by authority of the United States.”
- The name change is triggered only upon a request by the municipal council of Namacpacan.
- The request must be approved by the municipal council.
- The request must be recommended by the provincial board of the Province of La Union.
Name change of municipality
- Section 1 directs that the name of the municipality of Namacpacan, Province of La Union, is changed to “Luna.”
- The change applies to the municipality whose request and recommendation satisfy the conditions in Section 1.
Expedited legislative procedure
- Section 2 states that the public good requires speedy enactment.
- Section 2 orders expedited passage consistent with Section 2 of “An Act prescribing the order of procedure by the Commission in the enactment of laws,” passed September 26, 1900.
