Rental Rates and Payment
- Rental rates shall be fixed by the Secretary of Public Instruction based on the Director of Education's recommendation.
- Maximum rental rates are 25% of the book's value for one year or 15% for one semester.
- Rent must be paid in advance for each term or semester.
- Pupils have the option to purchase textbooks instead of renting them.
- In case of insufficient funds to acquire textbooks for intermediate and secondary levels, priority shall be given to textbooks for lower grades.
Purchase of Textbooks and Fund Management
- Textbooks for rent shall be purchased by the Bureau of Education.
- Purchase funds are drawn from reimbursable funds as authorized under section 604 of the Revised Administrative Code.
- All income generated from renting or sale of textbooks shall be credited back to this fund to maintain sustainability.
Handling Worn-Out Textbooks
- Textbooks that become unserviceable due to ordinary wear and tear are subject to condemnation.
- The Insular Auditor or an authorized representative is responsible for condemning such textbooks.
Regulatory Authority and Rules
- The Secretary of Public Instruction has the authority to issue rules and regulations for the textbook renting system.
- These regulations include provisions for guarantees related to the return of textbooks or payment for lost/damaged books.
- Coverage includes damage not caused by normal wear and tear.
Effectivity
- The Act takes effect immediately upon approval, enabling prompt implementation of the textbook renting system.
