Land Reservation for New Bilibid Prison Site

Act No. 2365 authorizes a readjustment of leave.
Section 1 authorizes the readjustment for Frank W. Carpenter for the purpose of allowing payment of a portion of half pay travel time.
The readjustment relates to leave granted in nineteen hundred and ten to Frank W. Carpenter.

Section 1 allows the payment of that part of the half pay travel time which Frank W. Carpenter voluntarily relinquished in nineteen hundred and ten.
The authority in Section 1 specifically covers the readjustment of the leave granted in nineteen hundred and ten.

Section 2 expressly waives the refund of money received by Frank W. Carpenter.
The waived refund relates to money received in commutation of accrued leave, half salary, and transportation to the United States.
Section 2 covers amounts earned during his service as Executive Secretary.
Section 2 waives the refund because of his appointment as Governor of the Moro Province.
Section 2 directs that this waiver applies notwithstanding the provisions of section twenty-seven of Act Numbered Sixteen hundred and ninety-eight by name and number, as follows:
- Section 27 of Act No. 1698 is overridden to the extent it requires the refund described in Section 2.

The operative benefits and waivers of Act No. 2365 apply to Frank W. Carpenter only.
The law’s leave readjustment authority in Section 1 is tied to leave granted in 1910 to Frank W. Carpenter.
The refund waiver in Section 2 is tied to his receipt of commutation items and to his later appointment as Governor of the Moro Province.
