Effectivity and publication rule
- Section 3 provides that Act No. 1889 takes effect on the acceptance of the amendment as required under Section 2.
- Section 3 makes the effective date conditional on the filing and acceptance described in Section 2.
Amended railway line termini (Negros)
- Section 1 amends Paragraph three of Subsection one of Section one of Act No. 1497, specifically the Negros line description.
- The amended description provides a Negros line “from the municipality of Saravia, on the northwest coast of said Island, southerly, to Cabancalan.”
- The distance of the line in the amended description is approximately seventy-five miles.
- The amendment replaces the prior Negros line description running “from the harbor of Escalante … westerly, following the coast line to Himamailan,” with a different route and new termini.
Required filing and acceptance by the railway company
- Section 2 requires the Philippine Railway Company, through its duly authorized agent and representative in the Philippine Islands, to file in duplicate.
- The filing must be made with the Executive Secretary.
- The filing must contain the company’s acceptance of the amendment stated in Section 1.
Transitory effect through acceptance
- Section 3 makes the act’s operation depend on acceptance being completed under Section 2.
- The termini change implemented by Section 1 becomes effective only when the company acceptance is perfected in the manner required.
