Payment and Source of Allowance
- The three-dollar daily allowance is paid from the Insular Treasury.
- It is considered part of the expenses of the Bureau of Justice.
Applicability to Provincial Governors
- If the governor of the province acts as the officer of the court, he is entitled to the same compensation for his own and deputies' attendance during the court sessions.
- The compensation for governors also comes from the same Insular Treasury source.
Allowance During Supreme Court Sessions Outside Manila
- Officers of the court receive the same three-dollar daily allowance when attending sessions of the Supreme Court held outside the city of Manila.
Expedited Enactment and Effectivity
- The Act mandates the expedited passage of the bill for the public good.
- The Act becomes effective immediately upon its passage on February 16, 1903.
