Composition and Duties of the Governing Board

    • Two prominent citizens from the private sector with distinguished achievements.
  • The two private sector members are appointed by the Board from a nominated list after public publication.
  • Appointment is based on qualifications set by the Board and recommended by a search committee.

Appointment and Term of the University President

  • The University President serves full-time and is appointed by the Board.
  • Appointment follows qualifications and standards set by the Board upon recommendation of a search committee.
  • The incumbent Officer-in-Charge (OIC) President of Naval State University becomes the first fully appointed President of BiPSU.

  • The Board of BiPSU, in consultation with CHED, must formulate implementing guidelines within 90 days from the Act’s effectivity.
  • The Act takes effect 15 days after its publication in the Official Gazette or a widely circulated newspaper.
