Composition and Duties of the Governing Board
- The University is governed by the Board of Regents, known as the Board.
- Members include:
- Chairperson of the Commission on Higher Education (CHED) as Chairperson.
- President of the University as Vice Chairperson.
- Chairpersons of the Senate's Committee on Education, Arts and Culture and House Committee on Higher and Technical Education.
- Regional Directors of NEDA, DOST, and Department of Agriculture.
- Presidents of the university’s faculty federation, student councils federation, and alumni federation.
- Two prominent citizens from the private sector with distinguished achievements.
- The two private sector members are appointed by the Board from a nominated list after public publication.
- Appointment is based on qualifications set by the Board and recommended by a search committee.
Appointment and Term of the University President
- The University President serves full-time and is appointed by the Board.
- Appointment follows qualifications and standards set by the Board upon recommendation of a search committee.
- The incumbent Officer-in-Charge (OIC) President of Naval State University becomes the first fully appointed President of BiPSU.
- The initial term of four years is considered a transition period.
Appointment and Role of Campus Directors
- Campus Directors head individual University campuses and render full-time service.
- They are appointed by the University President, subject to the Board’s guidelines and standards.
- Incumbent administrators of extension campuses become the Campus Directors of their respective campuses.
Implementation and Effectivity
- The Board of BiPSU, in consultation with CHED, must formulate implementing guidelines within 90 days from the Act’s effectivity.
- The Act takes effect 15 days after its publication in the Official Gazette or a widely circulated newspaper.
