Amended charter provisions and boundaries
- Section 1 amends Section 2 of Act No. 183 (the City of Manila charter) by fixing new boundaries and limits for the City of Manila.
- The amended boundary description begins at a monument point “7” located 150 meters north of the Estero Matantubig.
- The boundary then proceeds through a series of bearings and distances tied to named waterways and monument points “6”, “6a”, “5”, “4”, “3”, “2”, “1”, “S”, and returns to the starting point “7.”
- Section 1 establishes that one segment follows the center of the channel of the San Juan River, and another follows the center of the channel of the Pasig River through specified bends.
- Section 1 establishes a coastal segment “along the shore line of Manila Bay at low-water mark” to a point “S” directly west of “7.”
- Section 1 establishes that from the point “S” the boundary proceeds east 2,228 meters back to point “7” of beginning.
District reorganization: Gagalangin and Santa Ana
- Section 2 provides that the suburb of Gagalangin becomes part of the district of Tondo.
- Section 2 provides that the municipality of Santa Ana constitutes a new district of the city of Manila.
Municipal section: assistants and correction of number
- Section 3 amends Section 65 of Act No. 183 by changing the word “eleven” to “twelve.”
- Section 3 strikes a period after the word “suitable” and adds the additional requirement that the municipality “shall also furnish its secretary such temporary assistants as he may need in cases of emergency.”
End of terms and transfer of municipal assets
- Section 4 provides that the term of office of municipal officers elected for the municipality of Santa Ana ends with the passage of Act No. 341.
- Section 4 provides that the term of office of officers appointed temporarily for the suburb of Gagalangin ends with the passage of Act No. 341.
- Section 4 requires delivery to the Municipal Board of the city of Manila of all money on hand in the treasury of the municipality of Santa Ana.
- Section 4 requires delivery to the Municipal Board of the city of Manila of all property of every kind, all debts or rights of action, and other assets owned by or accruing to the municipality of Santa Ana.
- Section 4 requires delivery to the Municipal Board of the city of Manila of all books, papers, or bills.
- Section 4 provides that everything delivered becomes the property of the city of Manila, and the city shall dispose of them under the charter of the city of Manila.
Expedited enactment and procedural authority
- Section 5 states that the public good requires speedy enactment, and therefore passage is expedited.
- Section 5 directs that expedited passage follows section two of “An Act prescribing the order of procedure by the Commission in the enactment of laws,” passed September 26, 1900.
Effective date
- Section 6 provides that Act No. 341 takes effect on its passage.
