Handling and Packaging of Articles at EDPA or CMSA

  • Articles stored at the Export Declaration Processing Area (EDPA) or Customs Modernization Service Area (CMSA) and intended for delivery to LECC customers, their designees, or FedEx stations/offices inside or outside the Philippines must be:
    • Immediately segregated upon receipt.
    • Placed inside secure packages or containers before removal from the area for shipment or transport.
  • The airway bill attached to the shipment must be affixed to the secure package/container or, if the shipment includes multiple packages/containers under one airway bill, to the master package/container.
  • The EDPA is designated exclusively for shipments involving logistics services.
  • General cargo shipments not requiring logistics services are not to be stored in the EDPA.

Recall of Previous Customs Memorandum Order

  • Customs Memorandum Order 13-97 is officially recalled and is no longer in effect.

Effectivity

  • The amended order is effective immediately upon issuance.
  • It remains in force until formally revoked by a subsequent order.
