Amendment of Sections 3, 4, and 5 of Executive Order No. 490
- Section 3: Visa issuance, passport processing, and document authentication must be consistent with the Philippine Government’s One-China policy.
- Personnel from the Department of Foreign Affairs who are on official leave can be detailed to MECO to ensure proper implementation of the policy.
Operational Supervision and Control of MECO
- Supervision and control over the MECO principal office in Manila and its Taiwanese branches are placed under the Office of the President.
- MECO reports directly to the Office of the Executive Secretary which exercises control and supervision.
- The Senior Deputy Executive Secretary sits as Director on the MECO Board and exercises direct supervision to ensure coordination with the Office of the President.
Location and Status of MECO Headquarters
- The principal office in Manila must be physically situated outside any government office premises.
- This maintains the private and unofficial character of MECO, reinforcing its distinct status separate from official government agencies.
Repeal and Effectivity
- Any inconsistent laws, orders, issuances, rules, or regulations are repealed or modified to conform to this Executive Order.
- The Executive Order takes immediate effect upon issuance.
