Covered veterans and qualifying status
- Section 2 grants educational benefits to officers and enlisted men in good standing of the Philippine Army and any recognized or deserving guerrilla organizations.
- To qualify, the veteran must have took active participation in the resistance movement and/or in the liberation drive against the enemy.
- The applicant must desire to study and must be admitted upon certification of the Chairman of the Philippine Veterans Board.
- The benefit may also be granted to one child of a veteran in whose favor the veteran renounces such right.
Admission to schools free of specified fees
- Section 2 allows admission to any school, college, university or institute authorized by the Government.
- Admission is free from all school fees, including tuition, matriculation, athletic, library, laboratory, medical, ROTC, diploma, and graduation fees.
- The benefit applies only for applicants who are admitted upon certification of the Chairman of the Philippine Veterans Board.
- Section 2 restricts compulsion on schools: no private school, college, or institute can be compelled to accept enrollment exceeding 25% of its entire enrolment.
Duration of educational benefit—time limits
- Section 2 fixes the maximum length of benefit based on war time service from December 8, 1941 to December 2, 1945, plus one school year.
- Section 2 requires that the benefit length is in no case less than two school years.
- Section 2 defines “school year” as four quarters or two semesters and one summer.
Extensions and discretion to continue
- Section 2 provides that if a veteran has not yet finished the course after utilizing the entitled period, the board may in its discretion allow the veteran to finish the course depending on scholastic standing.
- The discretionary extension must be exercised after utilizing the entitled period and must consider scholastic standing.
Exclusion of certain enrollment time use
- Section 2 states that the veteran is considered not to be using the number of school years he is entitled to if enrolled only in the elementary grades or in the high school.
Allowable uses: review courses and course changes
- Section 2 provides that the educational benefit may be utilized for review courses such as the pre-bar and the CPA reviews.
- Section 2 authorizes the board, in its discretion and for plausible reasons, to allow the veteran to change the course originally applied for or the course actually being taken.
Deadline to signify desire to study
- Section 3 limits availability of the benefits to those who signify their desire to study to the Chairman of the Philippine Veterans Board.
- The signification must be made not later than July 31, 1951.
Scope of the amendment
- Section 1 amends Section 2 of Republic Act No. 65, covering admissions, covered persons, free fees, duration, definitions, exceptions, review courses, and enrollment limits for private schools.
- Section 2 amends Section 3 of Republic Act No. 65, establishing the July 31, 1951 deadline for signifying desire to study.
- Section 3 of Republic Act No. 577 provides that the Act takes effect upon approval on September 12, 1950.
