Members' Service and Compensation
- Members serve on an honorary basis.
- Compensation limited to travel expenses and per diems of twenty pesos per day of actual attendance in sessions.
Term of Office for Commission Members
- Standard term of office: three years.
- Initial appointments staggered: one-third serve one year, one-third serve two years, and one-third serve three years to ensure continuity.
Powers and Duties of the Commission
- Annual meetings held at designated times and places.
- Authority to promulgate rules and regulations for internal governance.
- Advises the Philippine government on UNESCO matters and strategies for educational, scientific, and cultural development.
- Recommends delegation memberships for international UNESCO conferences and related meetings.
- Acts as liaison between the Philippine government and UNESCO.
- Associates principal national bodies interested in education, science, and culture with UNESCO programs.
- Submits an annual report on activities and accomplishments to the President and Congress.
- Chairman authorized to enter into necessary contracts on behalf of the Commission.
- Manages all funds, including foreign aid, adhering to accounting and auditing standards.
- Handles all direct correspondence related to UNESCO and channels them appropriately.
Authority to Receive Donations and Contributions
- Chairman, with Commission approval, may receive gifts, donations, bequests, and subventions from governments, institutions, associations, and private individuals.
Appropriations and Funding
- Initial appropriation of five hundred thousand pesos from the National Treasury for implementing the Act.
- Subsequent funding to be included in the annual budget allocations for the Commission.
Effectivity
- The Act takes effect immediately upon approval.
