Registration Fees for Examination Passers and Non-Examination Applicants
- Those who pass examinations pay registration fees based on classification:
- Class A: Php 50
- Class B: Php 40
- Class C: Php 30
- Applicants for registration without examination must pay the examination fee plus the registration fee.
- Specific fees apply for detailmen (Php 20), mine or quarry foreman and chemical technician (Php 30).
- Applicants who passed examinations before this Act pay previously prescribed fees.
- Marine profession registrants handled by the Philippine Coast Guard have specific provisions.
Annual Registration Fee and Delinquency Penalties
- Practitioners must pay annual registration fees:
- Php 5 for most professions.
- Php 2 for certain specialized engineers, electricians, mechanics, midwives, and related occupations.
- Licensed contractors and detailmen are exempt due to annual license renewal requirements.
- Late payments after January 20 bear a 20% surcharge per calendar year.
- After five continuous years of non-payment, registration certificates are suspended and removed from good standing.
- Reinstatement requires payment of registration fee without examination.
- Practitioners who stop practicing must notify the board within one year to be exempted from fees; resumption requires notification and payment of current annual fee without surcharge.
- Presentation of the annual registration card is required when paying the professional tax as proof of authorization to practice.
Fees for Duplicate Certificates and Certifications
- Duplicate certificates of registration incur a fee of Php 25.
- Certifying true copies of records costs Php 2 for the first 100 words and Php 0.50 for every additional 100 words or fraction thereof.
Collection and Utilization of Fees
- All fees collected are deposited into a special trust account known as the Professional Regulation Special Fund.
- The fund is used solely for operational expenses of the Office of the Boards of Examiners including:
- Board members’ compensation and staff salaries.
- Hiring of temporary personnel.
- Purchase and improvement of equipment, furniture, vehicles, grounds, and buildings.
- Conducting research to improve professional regulation.
- Other measures enhancing office efficiency and effectiveness.
Compensation for Board Members
- Board Chairmen and members receive:
- A fee not exceeding Php 15 per candidate examined or registered without examination.
- A per diem not exceeding Php 10 for administrative investigations and ocular inspections lasting at least one hour.
- Total yearly compensation ranges from a minimum of Php 3,600 to a maximum of Php 20,000.
- Members leaving office before fiscal year end receive proportionate compensation or Php 500/month, whichever is higher.
- Members whose terms expire before examination results release may continue duties related to examination processing without additional compensation.
Repeal of Inconsistent Laws
- All existing laws, executive orders, administrative rules or regulations inconsistent with this Act are repealed or modified accordingly.
Effectivity
- The Act takes effect immediately upon approval.
