Appropriations for Personal Services
- Appropriations for personal services must be included within the budgetary program and project amounts for each agency and must be itemized.
- Itemization of personal services must be prepared by the Secretary for approval by the President.
- This itemization is required for all agencies in the Legislative, Executive, and Judicial Branches, including Constitutional bodies, down to division chief level.
- For the Armed Forces of the Philippines and the Integrated National Police, itemization is required down to the rank of second lieutenant.
- Certain exceptions may be approved by the President concerning national security positions.
- Appropriations for casual or temporary employees are to be lump-sum based on estimated man-hours.
Repeal of Section 26
- Section 26 of Presidential Decree No. 1177 is hereby repealed, removing its legal provisions.
Filing and Consideration of Infrastructure and Other Bills
- Bills related to public works, highways, and other projects needing appropriations may be filed at any time during the Congressional session.
- Such bills will be considered by Congress upon reporting out by the corresponding Committees.
Repeal of Sections 28 and 29
- Sections 28 and 29 of Presidential Decree No. 1177 are repealed, thereby eliminating those provisions.
Content and Structure of the General Appropriations Act
- The General Appropriations Act must be presented by budgetary programs and projects for each government agency.
- It must specify appropriations per program and project, including statutory provisions applicable to either specific agencies or in general.
- An itemization of personal services must be prepared by the Secretary before the Act's enactment.
Amendments to Terminology in Presidential Decree No. 1177
- "Ministry of the Budget" is replaced by "Department of the Budget and Management".
- "Minister of Budget" is replaced by "Secretary of the Department of Budget and Management".
- "National Assembly" and "Batasan" are replaced by "Congress".
- "Ministry" and "Ministries" are replaced by "Department" and "Departments" respectively.
- "Minister" is replaced by "Secretary".
Repeal and Supersession of Inconsistent Laws
- Any laws, decrees, executive orders, and letters of instruction inconsistent with this Act and the Constitution are repealed, superseded, or modified accordingly.
Effectivity
- The Act takes effect immediately upon approval by the President.
