Examination and Assessment Requirements

  • Mandatory passing of both written examination and practical assessment is required for registration and certification.
  • Practical assessment must adhere to competence standards outlined in PART A of the STCW Code.
  • Only candidates passing the written examination may proceed to the practical assessment.
  • The Board may administer walk-in examinations outside the regular schedule, subject to Commission approval, maintaining the same standards.

Passing Grades and Rating System

  • Written examination: Weighted general average rating of at least 70%, with no subject grade below 60%.
  • Practical assessment: Minimum grade of 70% required.
  • Overall licensure passing score calculated as 70% for written exams and 30% for practical assessment.

Removal Examination Procedures

  • Candidates with an average weighted rating of 70% in written exams but scoring below 60% in any subject are "conditioned".
  • Such conditioned examinees must retake the failed subject(s) within two years or be considered failed.
  • Failure to pass the retaken subject(s) at 60% results in failure of the entire examination.
  • Failing the practical assessment requires retaking the entire practical exam.

Re-examination Limitations

  • Examinees failing either the written or practical examination three times must wait one year before retaking the exam.

Effectivity and Repeal of Prior Provisions

  • Amendments take effect 15 days after publication in the official gazette or a newspaper of general circulation, whichever is earlier.
  • Previous Sections 15, 16 of Article V, and Sections 23, 24, and 25 of Article VI of Board Resolution No. 21, Series of 1999, are repealed.
