Duties and Functions of Sub-National Councils
- Chairmen (Regional, Provincial, City, Municipal) oversee civilian volunteer organizations coordinating with other government bodies.
- Responsibilities include:
- Formulating peace and order plans and recommending measures to improve public safety.
- Monitoring implementation of peace and order programs and activities including Civilian Volunteer Self-Defense Organizations and counter-insurgency efforts.
- Assessing peace and order situations, submitting periodic reports with recommendations to the NPOC Chairman.
- Receiving complaints against government personnel (civilian or military), endorsing to concerned agencies, and compelling reports on actions taken.
Peace and Order Council Secretariat
- Secretariat established at all government levels to manage administrative, operational, and technical activities of the Peace and Order Councils.
- Functions include:
- Preparing plans and programs for council consideration.
- Supervising, directing, and monitoring implementation of approved policies and programs.
- Liaising and coordinating with government agencies.
- Providing a forum for interdisciplinary dialogue on peace and order issues.
- Secretariat assignments:
- National and Regional offices of NAPOLCOM serve as secretariats for NPOC and RPOC, headed by NAPOLCOM chairman and regional directors respectively.
- Provincial, City, and Municipal secretariats headed by the most senior Department of Local Government (DLG) officer.
- Assistance from regular staff of the office of the Council Chairman.
- Government agencies part of NPOC shall create departmental Task Forces for Peace and Order.
Implementing Rules and Regulations
- The National Peace and Order Council shall issue appropriate implementing rules and regulations to realize the Order's objectives.
- The Chairman of the Peace and Order Council, upon the President's direction, is authorized to issue directives and guidelines for effective implementation.
Effectivity
- The Executive Order takes effect immediately upon issuance.
