Approval Process for Official Travels Abroad

  • All official travels abroad, excluding those under Title I of the original EO, require prior approval from the President of the Philippines.
  • Heads of departments, bureaus, offices, and agencies must recommend only urgent, necessary trips with minimal expenditure and direct benefit to the country.

Authorized Purposes of Official Travel Under This Amendment

  • Attend conferences or seminars sponsored by foreign governments or international governmental organizations where the Philippine Government is committed or invited.
  • Attend conferences or seminars sponsored by private organizations internationally or otherwise, with invitations routed through respective governments.
  • Conduct examinations or investigations related to Philippine Government agencies or affairs.
  • Undertake official missions not assignable to other government officials already abroad.

Exceptions for Ministry of Foreign Affairs Officers and Employees

  • The Minister of Foreign Affairs may authorize the following without Presidential approval:
    • Assumption of duties abroad as per approved Assignment Order.
    • Examination or investigation of administrative and financial affairs involving Ministry of Foreign Affairs personnel.
    • Attendance at conferences/seminars without the need for Presidential Full Powers presentation.
    • Servicing Philippine Government delegations to international conferences.

Retroactive Authorization of Travel

  • Travels made prior to the effectivity of this amendment shall be considered duly authorized if based on written instructions from the Minister of Foreign Affairs.

Repeal and Modification of Inconsistent Rules

  • All prior orders, rules, and regulations inconsistent with this amendment are repealed or modified accordingly.

Effective Date

  • The amendment takes effect immediately upon approval by the President.
