Executive Order No. 125-A amends the Ministry of Transportation and Communications (DOTC) to clarify and modify its structure and functions, including the powers and responsibilities of the DOTC, the roles of the Secretary and Undersecretaries, the establishment of Department Regional Offices, and the transfer and consolidation of various agencies and functions.

Leadership Structure: Undersecretaries

  • Four Undersecretaries assist the Secretary, appointed by the President upon the Secretary's recommendation.

Leadership Structure: Assistant Secretaries and Service Chiefs

  • Eight Assistant Secretaries assist in overseeing four staff offices and four line offices.
  • These offices include Administrative and Legal Affairs; Finance and Comptrollership; Planning and Project Development; Management Information and Project Management; Land Transportation; Postal Services; Telecommunications; and Air Transportation.
  • Each service is headed by a service chief appointed by the President.

Departmental Organization

  • The DOTC consists of the main department with offices of the Secretary, Undersecretary, and Assistant Secretaries.
  • It includes regional offices and attached agencies and corporations.

    • Safety regulatory functions and law enforcement deputized to Philippine Coast Guard.
    • Rate determination for water transport services.
    • Accreditation of marine surveyors and maritime enterprises.
    • Issuance and registration of seamen's continuous discharge book.

Abolition, Transfer, and Consolidation of Certain Agencies

  • Land Transportation Commission abolished; staff functions transferred to DOTC service offices, line functions to regional offices.
  • PNL Leasing, Inc. abolished; functions transferred to Philippine National Lines, Inc.
  • National Aero Manufacturing, Inc. and Philippine Aero Systems, Inc. abolished.
  • Civil Aeronautics Board moved to attached agency status; Secretary or representative acts as chairman.
  • Maritime Training Council functions for seamen certification transferred to MARINA.

Repealing Clause

  • Presidential Decree No. 890, Letter of Instruction Nos. 263 and 371, and Executive Order No. 1011 are repealed.
  • All inconsistent laws, ordinances, rules, and regulations are repealed or modified accordingly.

Effectivity

  • The Executive Order takes effect immediately upon approval.
