Custody and Use of the Great Seal

  • The Great Seal is kept in the custody of the President of the Philippines.
  • It must be affixed to all commissions signed by the President.
  • The seal shall also be used on other official documents and papers of the Commonwealth of the Philippines as provided by law or established custom and usage, at the President's discretion.

Prohibited Acts Concerning the Arms and Great Seal

  • Any speech, writing, drawing, or act that dishonors, ridicules, or shows contempt toward the Arms or Great Seal is prohibited.
  • Use of the Arms or Great Seal as trademarks or for industrial, commercial, or agricultural labels or designs is forbidden.
  • Any inscriptions or drawings upon the Arms or Great Seal that violate these provisions are also prohibited.

Penalties for Violation

  • Persons who violate these prohibitions, whether personally or through another, upon conviction, shall be subjected to:
    • A fine ranging from at least one peso to two hundred pesos.
    • Imprisonment for a period not exceeding six months.
    • Or both fine and imprisonment depending on the case.

Effectivity

  • The Act took effect immediately upon its approval on August 19, 1940.
