  • Third Mate: Minimum age 19, second year high school education or equivalent, two years aboard as agregado a piloto or exemptions based on graduation from the Philippine Nautical School.
  • Patron (Major Coastwise Trade): Minimum age 25, five years navigation on vessels 250 tons or more as boatswain, quartermaster, or agregado.
  • Patron (Minor Coastwise Trade): Minimum age 23, three years navigation on vessels 30 gross tons or more.
  • Patrons must demonstrate navigational knowledge appropriate to area of operation.

Qualifications for Engineer Certificates

  • Chief Engineer: Minimum age 25, two years as second engineer with certificate.
  • Second Engineer: One year as third engineer with certificate.
  • Third Engineer: One year as fourth engineer with certificate.
  • Fourth Engineer: Minimum age 19, basic schooling, two years service as agregado/oiler/fireman, and two years machine shop operativeship.
  • Existing aspirants on steam vessels at enactment may take exams upon meeting prior law requirements.

Issuance and Classes of Certificates

  • Passing candidates receive certificates entitling navigation on all seas or coastwise trade.
  • To qualify for all seas certificate, candidates must prove knowledge and at least one year navigation on vessels 600 gross tons or over with immediate inferior certificate.
  • Coastwise certificates are issued otherwise.

Recognition and Exchange of Old Licenses and Certificates

  • Old licenses and Spanish-issued certificates can be exchanged for current certificates without new examination by paying fees and undergoing physical exams as applicable.
  • Patrons and engineers holding licenses under prior laws can exchange these for appropriate current certificates with rights of promotion through examination.
  • Certificates allow navigation and certification across various trades and vessel types.

Form, Rights, and Suspension of Certificates

  • Certificates issued as diplomas signed by Insular Collector of Customs and countersigned by Department Secretary.
  • Certificates authorize navigation per their terms.
  • Suspension or revocation only after due process involving charges and hearing.

Required Complement of Officers and Penalties

    • Decreasing complement for smaller vessels, ranging down to one patron.
    • Special provisions for supercargo or purser on vessels 500+ gross tons.
