Policy and Purpose (Election Information)
- Republic Act No. 7904 requires the Commission on Elections to provide election materials to every registered voter.
- Republic Act No. 7904 mandates distribution at least thirty (30) days before an election.
- Republic Act No. 7904 ensures voters receive an official sample ballot, a voter information sheet, and a list of candidates.
Official Sample Ballots: Form and Use
- The Commission on Elections must provide the board of election inspectors with official sample ballots at the rate of thirty (30) ballots per polling place.
- The official sample ballots must be printed on colored paper, in all respects like the official ballots, but bearing the words “Official Sample Ballot”.
- The official sample ballots must be used to demonstrate how to fill out and fold the official ballots properly.
- No name of any actual candidate may be written on the voting spaces of the official sample ballots.
- The official sample ballots must not be used for voting.
Mandatory Delivery to Every Registered Voter
- At least thirty (30) days before an election, the Commission on Elections must furnish every registered voter through any of these means:
- registered mail with return card,
- personal service with a corresponding receipt to be signed by the voter or any person who knows the voter, or
- any other practicable means.
- Each registered voter must receive an unfilled official sample ballot, a voter information sheet, and a list of all registered national, provincial and city candidates to be voted in the election.
- The voter information sheet must include:
- the voter’s name,
- the voter’s address,
- the precinct and the place where the voter is registered,
- simplified instructions on casting votes.
- The list of candidates must list names in alphabetical order under their respective party affiliation.
- Each candidate entry must contain a one-line statement not to exceed three (3) words of the candidate’s occupation or profession.
Candidate Listing Format for National Offices
- For printing the names of candidates for national offices, alphabetical order must be democratized using a three-column format:
- first column: from A to Z,
- second column: starts with “I - Z” and thereafter “A-H”,
- third column: starts with “Q - Z” and thereafter “A-P”.
- The information may be contained in a single sheet or booklet form.
- The number and location of the voters’ polling place must be prominently indicated in the voter information materials.
- Persons nominated under the party-list system must be included in the candidate list.
Language Requirement for Voter Materials
- The material provided under Section 1 must be printed in the language or dialect understood by a majority of the voters in the region.
