Transitional Provision for Existing Patrons Without Proper Certificates

  • Individuals who have served at least two years as patrons on sailing vessels between 35 and less than 150 gross tons before this Act’s approval, but lack the official patron’s certificate, may continue their service.
  • Such persons must demonstrate literacy in English, Spanish, or any native dialect.
  • Eligibility is contingent upon presenting a certification signed by the vessel owner(s) or outfitter(s), duly acknowledged before a notary public or similarly authorized official.
  • These individuals are exempted from the requirements of subsection (e) of section 1191 of the Administrative Code, as amended, and may apply for and obtain a patron certificate in the minor coastwise trade upon fulfilling the application procedures and payment of necessary fees.

Effectivity Clause

  • The provisions of this Act take effect immediately upon its approval on November 20, 1930.
