Franchise Scope and Holder
- Section 1 amends Section 1 of Republic Act No. 7163 by granting to Progressive Broadcasting Corporation, referred to as the grantee, its successors or assigns, a broadcast franchise.
- The franchise is subject to the Constitution and applicable laws, rules and regulations.
- The franchise covers operation throughout the Philippines.
Nature and Coverage of the Franchise
- Section 1 grants authority to construct, install, operate and maintain for commercial purposes and in the public interest.
- The franchise covers radio broadcasting stations and television stations throughout the Philippines.
- The franchise includes the corresponding technological auxiliaries or facilities for special broadcast and other program and distribution services.
- The franchise includes relay stations.
- The franchise authorizes the installation of radio communication facilities for the grantee’s private use in its broadcast services.
Purpose of the Amendment
- The amendment is enacted for the purpose of extending the grantee’s broadcast operations throughout the Philippines.

- The Act originated in the House of Representatives and was finally passed by the House of Representatives on November 15, 1994 and by the Senate on February 14, 1995.
