Program Establishment and Administration
- Section 1 establishes, under the administration and supervision of the Bureau of Public Schools, a ten-year program.
- The program is for the training of special and exceptional children.
- Section 1 places the program in cooperation with the University of the Philippines, the Philippine Normal College, and the School for the Deaf and the Blind.
Program Funding and Expense Charging
- Section 2 requires that all program expenses be charged against the funds of the program.
- Section 2 requires disbursement by the Director of Public Schools.
- Section 2 includes as chargeable expenses: tuition and other fees, stipends of teacher trainees, development and training abroad of members of the faculty of the cooperating institutions, development and training abroad of the special education staff of the General Office, Bureau of Public Schools, and other expenses incident to implementation.
- Section 2 limits development and training abroad to not exceed 10% of the total appropriation provided in Republic Act No. 5250.
Effective Date Rule
- Section 3 provides that the act takes effect upon its approval.
