Legal basis and predecessor amendment

Policy and purpose (longevity pay)
- Section 1 provides longevity pay as additional compensation for officers and enlisted men of the Armed Forces of the Philippines.
- Section 1 ties longevity pay to faithful and efficient service and authorizes the pay in addition to monthly base pay.
- Republic Act No. 3725 is enacted to implement longevity pay for AFP personnel under the amended Section 1 of Republic Act No. 1134.
Covered personnel and service periods
- Section 1 covers “each officer or enlisted man of the Armed Forces of the Philippines.”
- Section 1 also covers service rendered by “recognized guerrilla units.”
- Longevity pay applies to service “heretofore or hereafter rendered” as an officer and/or enlisted man of the AFP and of recognized guerrilla units.
Longevity pay formula and compounding
- Section 1 provides that each officer or enlisted man shall receive longevity pay in addition to monthly base pay.
- Section 1 sets longevity pay at ten per centum of the monthly base pay authorized for the grade for each five years of faithful and efficient service.
- Section 1 requires the longevity pay to be “compounded every five years.”

Maximum limit for longevity pay
- Section 1 limits longevity pay so that the total amount shall not exceed fifty per centum of the soldier’s monthly base pay as prescribed by law.
Back longevity pay rules and limits
- Section 1 provides for back longevity pay to “officers of the Armed Forces of the Philippines” for service rendered during January first, nineteen hundred thirty-three to June fifteen, nineteen hundred forty-eight.
- Section 1 requires that payment of the back longevity pay for officers be made from the savings acquired from the yearly appropriations of the Armed Forces of the Philippines.
- Section 1 bars payment of back longevity pay to “enlisted men” for any period of services heretofore rendered.
Appropriations for implementation
- Section 3 appropriates eighteen million pesos, or so much thereof as may be necessary, from funds in the National Treasury not otherwise appropriated.
- Section 3 directs the appropriation to carry into effect the provisions of Republic Act No. 3725.
Repeal and consistency clause
- Section 4 repeals or modifies all laws or parts thereof inconsistent with Republic Act No. 3725.
