Mission

  • Reinforce and clarify actions and roles of Task Force "Bantay Bihis" and other PNP units in enforcing protective measures against unauthorized uniform use

Execution

  • Chief, PNP Intent:

    • Hold violators of intellectual property rights accountable for unlawful use of PNP uniform designs and textures
    • Strengthen institutional legal offensive targeting illegal manufacturing and distribution
    • Recognize rights of authorized persons/entities under RA 8293 for manufacturing and selling PNP uniforms and accoutrements
  • Tasks Assigned:

    1. Regional Directors (RDs) of PRO 1-13, COR, ARMM, NCRPO, and CIDG:
    • File administrative, civil, criminal complaints against violators of RA 8293 and related laws
    • Recommend business permit cancellations and closures of violating entities
    • Perform additional directed tasks
    1. Directorate for Research and Development (DRD):
    • Assist CIDG and other units in operations against unauthorized manufacturers/distributors
    • Provide technical experts for identification of infringements
    • Perform additional directed tasks
  • Coordinating Instructions:

    1. Adopt provisions of previous LOIs on the "Bantay Bihis" program except when inconsistent with this instruction
    2. All concerned Chiefs of Offices/Units must strictly implement this LOI
    3. Encourage lateral coordination among tasked offices/units for better enforcement

Effectivity

  • The Letter of Instruction becomes effective immediately upon approval by the Chief PNP
