Authority, legal basis, and what it amends
- Executive Order No. 323 is issued “by virtue of the powers vested in me by law” and amends Executive Order No. 64.
- Executive Order No. 64 is the governing executive issuance that reconstituted a committee to pass upon and approve certain government contracts.

Committee membership and leadership
- The committee constituted under Executive Order No. 64 is further reconstituted under Executive Order No. 323.
- The committee shall be composed of:
- The Secretary of General Services as Chairman.
- The Deputy Auditor General as Member.
- The Undersecretary of Justice as Member.
- The Director of the Bureau of Supply Coordination as a Member.
- The Secretary of the Committee shall be the Director of the Bureau of Supply Coordination.
- The Secretary of the Committee shall form and organize a Secretariat, which the Secretary shall head.
Secretariat formation and staffing
- The committee’s Secretariat shall be formed from personnel of the Bureau or from other government offices and agencies.
- Personnel from other government offices and agencies may be detailed to the committee.
- Detailed personnel shall serve in the committee Secretariat in addition to their duties in their mother offices.
Meeting frequency and urgent call
- The committee shall meet at least once every two weeks.
- The committee may meet oftener in cases of urgent necessity.
- The committee may also meet on call of any of its members.
- The Secretary shall bring negotiated contracts requiring immediate attention to the attention of committee members.
Operational deadline for disposition
- The committee shall dispose of any matter within a period of fifteen days from the date of its submission to and receipt by the committee.
- The fifteen-day period operates as the committee’s disposition timeline for matters submitted for consideration and approval.
Enjoined facilitation of action
- The committee is enjoined to facilitate action on contracts submitted to it.
- The committee’s facilitation duty is tied to enabling timely consideration of negotiated contracts submitted for approval.
- The committee must align its meeting frequency and member attention to urgent matters with the objective of preventing delay.
